The Buenos Aires City government has launched a virtual hearing system to process traffic fines. Citizens receive a unique link via email to schedule a video call with a controller. To use the service, one must message keywords like "multas" (fines) or "infracciones" (violations) through the city's WhatsApp bot (BOTI), follow the prompts, and provide their DNI number or vehicle license plate. This system optimizes resources and time for both residents and officials while maintaining the same validity as in-person hearings. All video calls are recorded, ensuring confidentiality and security. Since the system's launch over a month ago, more than 5,000 traffic-related inquiries have been resolved through these virtual calls. Common violations include speeding, driving on pedestrian walkways, improper parking, and running red lights. As stated by Head of Government Jorge Macri, "People's time is valuable, and that is why we continue to simplify procedures in the City. Less bureaucracy means more freedom." Virtual hearings save time for residents and reduce operational costs for the city. To use the service, an appointment must be made via BOTI. It's important to note that, unlike the in-person option, using the virtual service forfeits the 50% discount for voluntary payment. The initiative, driven by the Ministry of Justice and the Secretariat of Innovation and Digital Transformation, aligns with the city's digitalization policies. Service hours are Monday to Friday, 8 AM to 8 PM, accessible from any device. During the video call, individuals must present a valid ID. Minister of Justice Gabino Tapia highlighted that over 5,000 people have resolved their traffic matters from home, confirming the system's effectiveness and encouraging further development of simple, agile, and transparent tools. The goal is for this virtual channel to become the primary method for residents to have a hearing with a controller. Virtual hearings are only available to those with pending traffic fines. The system sends a warning to users who might lose the voluntary payment discount, lack supporting documents for their defense, or do not wish to resolve all their violations in a single session. Furthermore, an AI assistant is being developed to further streamline the process. Each hearing has a maximum duration of 20 minutes and guarantees the right to defense and the presentation of explanations and evidence.
